It is the universal custom to display the flag only from sunrise to sunset on buildings and on stationary flagstaffs in the open. However, when a patriotic effect is desired, the flag may be displayed 24 hours a day if properly illuminated during the hours of darkness.The flag should be hoisted briskly and lowered ceremoniously. The flag should not be displayed on days when the weather is inclement, except when an all-weather flag is displayed.

Flags will be flown at half-mast on days and under conditions when the flags are normally flown on school property under the following conditions:
  1. During a period of mourning declared by the:
    1. President of the United States or the Congress for the nation
    2. Governor of the Commonwealth for the State of Massachusetts
    3. Selectmen for the Town of Leicester
  2. During a period of mourning declared by the Leicester School Committee or the Superintendent of Schools extending from the time when a death is announced through the day of the funeral services for:
    1. An active member of the School Committee of the Town of Leicester
    2. An active employee of the Leicester Public Schools
    3. A student currently enrolled on a register of the Leicester Public Schools. (If a student dies as a result of a continuous illness that had caused his withdrawal from school, he is to be considered as a “student currently enrolled on a register”).
  3. During a period of mourning on the day of funeral services only and throughout the entire day for:
    1. A former member of the Leicester School Committee
    2. A former employee who retired from the services of the Leicester Public Schools
